These criticisms, however, tend to focus on specific features of the lottery’s operation rather than its general desirability. The problem is that the lottery industry continues to evolve, so that the initial policy choices that were made in the establishment of the lottery are soon overtaken by the resulting operations.

Among the more interesting features of the lottery is that it is very difficult to predict who will play and who won’t. This makes it a very good way for marketers to reach their target audience. Lottery marketing campaigns often include social media and television ads to encourage players to participate. Lottery marketers also have the advantage of being able to target their ads to particular geographic areas, as well as demographic groups.
